ICLS LEAGUE RULES AND REGULATIONS
The Ikoyi Club BSP section operates 3 league divisions; the premiership which is the apex division, the championship and Division G.
Ideally the top 2 league divisions should have a roster of 20 competitors, however the third division or G league, may have more or less than 20 competitors because it is our entry league.
Each competitor is expected to play a maximum number of 19 matches (depending on their league)
Competitors are meant to play against each other using their published handicaps
Registration and Entry Fees
Registration for the 8th Edition of the Ikoyi Club Snooker League (ICSL Season 9) will open on the 2nd of January 2024 and close on 19th April 2024
All returning participants into the league will need to have paid their registration of fee of N5000 by the 19th January 2024
The Entry fees paid by ALL entrants into the league represent the interest of the member to participate in the league. They are nominal fees which bear no relation to the prizes cash or otherwise.
POINTS AND SCORING SYSTEM
A match between two competitors will be played over two frames. Three points is awarded to the competitor that wins two frames, if however, the frames are shared then both competitors will be awarded a point each as the match is drawn. The total aggregate of actual game scores, ‘FOR AND AGAINST’, will be used as tie breakers, particularly when two or more competitors are vying for a final league position.
Furthermore, and for our league, it is assumed that a game ends at pink, if there is only the black ball left on the table and either competitor putting the black ball will not change the result of the game.
WINNING THE LEAGUE
A competitor that amasses the highest total points from games played will be declared the winner of the league; this declaration will be made by the competitions committee after any and all necessary reconciliation of the league table is performed.
Reconciliations may be to check imbalances or awkward situations created as a result of the expulsion or withdrawal of any competitor/s.
Late registration, shall not be acceptable
Previous league participants winners who cannot participate shall remain in that league they originated from for 1 league cycle after which they shall be relegated to the next cadre if they do not participate for the next cycle.
WITHDRAWAL
A competitor may opt out of the season entirely. It must be communicated officially to the competitions committee. In such cases, the total number of games required of each competitor officially would reduce.
EXPULSION
Any competitor that plays not more than 50% of a total number of games required and dictated by the number of active competitors in a division, they will be considered as not participated sufficiently in the league and will be expelled and relegated from their current league
League Tiers
The number of players per tier to be limited to
Top Tier – Premiership Division
Second Tier – Championship Division
Third Tier – Super “G” Division
Commencement of Matches ,League Schedule and Match play
League Matches will commence will start on the day the league starts (22nd January 2024). Players may choose their time of play as it suits them according to the schedule of matches provided for my the competition committee.
POSTING OF SCORE
Results of matches must be posted on the official club league app by both competitors not later than 24hrs after the match is concluded.
The competitions committee will award three points to one while the defaulter will forfeit any points gained.
Please Note
No player can refuse to play an opponent more than twice by the 3rd time an agreed time must be scheduled. At the 3rd refusal if proven to be avoidance the player who refuses with no satisfactory reason shall forefeit the match and 30 points and a win shall be allocated to the challenger (30-0/30-0). This is solely to avoid gamesmanship and we expect the players to respond honestly and accordingly.
There is not scheduling to allow members have as much flexibility as possible considering other commitments we however expect all members to act accordingly and to play with the right spirit.
Points and Scoring
Points scoring this season shall be exactly the same as previous seasons
Matches shall consist of 2 frames where there can only be 3 outcomes; a win, a loss or a draw. For a win you get 3 points, a draw 1 point and a loss no points Number of frames won and frame points will be recorded so as to eliminate potential ties.
Relegation and Promotion
Relegation
The bottom three Premiership, Championship and players shall be automatically relegated to the immediate lower tier
Promotion
The top two players in the Championship and Super G divisions will gain AUTOMATIC promotion to the immediately higher tier
The next four players (3rd, 4th, 5th and 6th positions) in the Championship and G Divisions may earn a place in their respective leagues for promotion spot in their division or be moved depending on the nature of the composition of the league registrations.
MATCH SCHEDULES AND PLAYING A MATCH
After the matchups and scheduling are published, it is expected that every competitor knows their weekly opponents and when the matches MUST be played.
Each competitor will be scheduled to play two matches per week until all matches are completed.
The committee expects that by the end of each week, every player must’ve played all scheduled matches plus any additional matches which they are able to arrange with other competitors.
If a competitor is unavailable for a match, even after their opponent has sent a public invitation to play, the committee will review the case by rescheduling two other days for the match to be played.
The new dates will be set after proper consultation with both competitors, it however must be scheduled within a week from the originally scheduled week.
If for any reason the match is still not played on the rescheduled days, the points will be awarded as follows;

If the first initiator is unable to make the rescheduled match, they will have one last opportunity to play.

If the first initiator makes the rescheduled match at the second attempt and his opponent doesn’t yet again, then three points will be awarded to the first initiator

If the defaulter makes the third attempt, but the first initiator is unable to make it, the tie will be deemed a draw because the initiator had tried two previous times
CHECK POINT SYSTEM
We will have two checkpoints during the season.
The first will be at the 4th scheduled week after each competitor is expected to have played 8 matches. At this point you are expected to have played at least 6 out of the 8 matches. If this is not the case, the defaulter/s will be deducted 3 points and issued a warning; if after the warning, they are not able to make up by the second checkpoint, they will be removed from the league altogether.
The second checkpoint will be at the 6th week or at 12 match.
Interpretation of Rules and Arbitration
A selection of chosen members shall be admitted to help form the Handicap/Competition Sub-Committee and the Section ExCo will remain the independent adjudicators in the event of any dispute regarding the league and matches being played. Their decision remains final on rules and on conduct.
Please remember that this is a gentleman’s game and we implore all participants to be sports-manly in their conduct at all times. Any conduct percieved to be gamesmanship or people trying to circumvent the rules will be treated as a loss for the offending party.
